mostly by games, you should play at least 2 youngsters a game imo,im playing as arsenal at the mo and have toure,van persie and martins playing from the start,i then usually bring on clichy,reyes and hoyte or pennant,also use them alot in pre season too,players below 20 usually improve 1 pt in alot of stats every 2 games
Players like Rooney cost valuable transfer points - you have to pay 8-10 grands to hook Rooney in.
If you do a search for 17 year old players at the end of the season, you should see quite a few players with 90+ rating in atleast 5-6 areas.
Now if you can find someone with, say, 95 Stamina, 95 Speed, 90 Acc, 60+ Attack and defense, you got yourself a hell of a midfielder for about 400-500 points a year and NO transfer fee and a long time for improvement.
It's worth a try.

I've never purchased retired players in ML before, because I considered that cheating.
Recently I figured what the hell, however, since I'll be checkin out WE8:I on Xbox soon. As a send-off of my PES4 ML, which I'm currently playing on PS2, I purchased Eusebio as a 17 or 18 year-old.
The guy does little but score goals for me. I'm 10 games or so into my current season on 6 star difficulty and I'm unbeaten. No one's even come close to beating me.
To me, it's a bit of a cheat, but Inter + Eusebio up front is a killer combo and real fun to play.
