stadiums ID

How can I get the correnspondence between stadium name and its ID (as used i.e. in mowpat.ini and other files)?

i.e.
stadium 9 is Delle Alpi
stadium 21 is Olimpico
etc.

If I want to change weather or time conditions what I need to do?
I must change mowpat.ini or something else??
I also noticed that is possible to play at night and even at dusk (it happens only once... ( )
How can I change this conditions (or even better to randomize them)??
