Supporting Other Clubs In Career Mode

hey
i wanted to push some other teams in career mode.
one way i thought of would be to buy shitty players from teams for insane amounts of money.

now the question:
does the game even count and memorize other teams money?
and if so do teams then buy good players with that kind of money?

I would think one way to make sure other clubs have the money to buy good players is to raise the budgets for all teams before starting your career.
