TCP/IP Connections Euro-North America are they compatible ?

It appears that I can only connect to FIFA 2004 players via TCP/IP who are from North America.

Everytime I try to connect to someone in Europe it locks up and or doesn't establish a connection but yet when I play against people in North America it' not a problem.

Has anyone here managed to play via TCP/IP from North America to Europe or vice versa ?.
