It is not completely implausible - presumably Drogba will not be staying on in a playing capacity after this season, so we will be down to just two strikers, and someone at Kane's age and stage of development is what the Chelsea board would be looking for to fill the gap. In my opinion Kane would be unwise to accept such a transfer as it would be unlikely to aid his development, yes he would have the opportunity to play in the Champions League, but above all he needs consistent game time. Obviously dealing with Tottenham would be a stumbling block, over 10 years since a player last moved between these two clubs.
