In the rare occasion that you have a good reason for posting in a foreign language, it is essential that you provide an English translation. Anyone who persistantly posts in a language other than English (...) will recieve only one warning before a yellow card is issued, and a red card will is issued if the offender still persists.

what in simply words means that:
YOU CAN post in ENGLISH all the time and SOMETIMES, if it's necesary, in French with English translation

NOT to post in French and English all the time and SOMETIMES in English....

you understood well, why would you like to post in two languages if you can post in one (English) and everybody can understand you? it's just waste of your time...
you can speak both languages, but you should speak one, I don't know how to explain it better
