man, obviously you have no idea how PS2 works
PS3 can have 800 Mhz and 128 Mb RAM and your PC will be absolute sh!te comparing for this and games which could be run on it
all components in PS2 were designed for specific job, 3D effects etc. to run games smoothly so it can have 300 Mhz but your PC won't be able to run emulated Gran Turismo 4 with 60 fps unless you would have Pentium 8 GHz and 5 GB of RAM with GeForce 10.000
you could do this, but it had to be coded for PC like it was with PES4 (conversion) or better coded from the beginning
plus
PS2 "emulator" is a joke now, it can run, and by run I mean that you can play it normally, only one game if I remember well, and it was some 2D fighter
most of games crashes instantly and few of them can show first game logo or, if you have luck you can even see a main menu, then of course crash
some games even can show smth more than main menu like first loading stage menu, WOW...
and all of that with shocking 1 fps/s...so you may forget about
working PS2 emulator able to run games for next year (at least)
