Transfer "bug" in Manager Mode?

I made offers for a few players but was rejected without reason.heres the ss

But I succesfully signed Neymar during the starting of the season after a few times of negotiation.

Im now in the mid season transfer window and found this problem.

when u r trying to sign a player make sure he is not in ur transfer shortlist, his interest level is a minimum of 55% and the club accepts ur offer. if u fulfill all these criterias and u still can't sign him, increase wages thus increasing his interest in ur club and keep trying. eventually he will sign.

yes,don't put your player on a shortlist and everything will be fine,i managed to buy messi,rooney,ronaldo,any player i wanted so transfer it's ok.

Also, in order to increase your chances to sign players, you can use MD's Ticket Patch, or edit career.ini to increase your money or to avoid the wage limitation, or, as last instance, to "force" a player to accept your offer ("the Kim Jong-il move" as i call it), for me, just tweak the ticket and wage a little bit to make it realistics, but, is cuestion of taste.
