You must be talking about Monkeydragon's Popup importer, he included EPL logo's and made Bundesliga and La Liga ones for use with the importer also, I bet he will make more as add-ons.
I know that the Italians from Fifamania are working on an italian TV and Eurosport pop up, but no idea on eta...
As for creating them yourself, sorry I have no clue myself, graphics and me that's two very different things

That is a really nice addition. Does the pop up importer directly insert the needed changes into the fifa files or do you have to patch them in and rebuild them and that kind of stuff?

There is one bmp file in fixture.fsh, but the position of this can not be 100px, that means I only add oval for away team. If I can edit the position (move that bmp to left), that means I can design "perfect" UCL popups.
