unable to buy players in transfer window

Hi,

Its my second season in master league. Even offering more than 50,000 points and 5000 points salary offer to players like messi, kaka, ronaldino and Robinho still negotiation is broken down. Am i doing somthing wrong, please help someone how to buy players in PES 2009. In Fifa is quite straight forward.

I am playing with Chelsea and at the top of the league. having more than 150,000 points currently.
