i have played in the brazilian championship for 13yrs now. i have started now started on the argentinean league. they dont have any youth team. is this right? can i get youth players later?

Yeah, even if you dont have a youth team players will still be promoted from your 'Youth Academy' into your first team squad.

yes, there is no Under 18 team so to speak in the Argentinian league, but all youth players will go into your reserves. Best bet in that league is to loan everyone you can out, there are always teams wanting to take your players if you are one of the bigger clubs
