The only way they would invite Costa Rica is if the USA had declined its participation, since there couldn't be 13 teams in the cup (10 conmebol + 3 concacaf, the groups wouldn't be even), also a Costa Rican newspaper posted the news, and this is what they said:
So apparently they decided the MLS was much more important than participating in the Copa America, err...
Although it's not official yet that the USA is quitting, one must assume that they are, since as I said, there couldn't be 13 teams.
The USA was also invited to the 1997 Copa America, but they declined and Costa Rica took its place, then came back in 2001 to replace Canada.
