Using bin options file

Hey guys,
I'm trying to download an options file to my winning eleven game thru PS2 and i have the bin and cue files. I burnt the CD and i put it in the PS2 but I have no clue what to do next. I see bunch of files in mc0 directory. If anybody can help it would be appreciated.
