I disabled V-Sync because the slow-downs.

But now, when I am playing, it is an line appearing in the screen in various parts of the game, giving the impression of being a old television wrong tuned in.

Did anybody get to solve this problem?

Thanks.

Not if you have v-sync off, v-sync is there to stop the problem you're talking about(normaly called image tearing)

You can download rivatuner which lets you adjust your v-sync settings(pre-render settings can make a difference).
In rivatuner Driver settings->Direct3d->V-sync tab
In there you can set v-sync to auto/always on/always off
Also pre-render settings range from 1-6, altering this may help(only if you have v-sync on or on auto).
