Can someone please tell me how to get The Waterloo editor program to work,

I have downloaded it and it sets up correctly (it is the latest version for WE8 and PES4).

The screen appears as normal but when I try to load any data (dat file) it can't find any no matter where I point it to (I have tried every file inside the Konami Folder).

Any help greatly appreciated.

and there is a link to Waterloo file and the tutorial, download and you get the Waterloo Editor and a tutorial on how to use it, worked first time for me and I've managed to get the emblems off the international shirts.
