I'm not sure if EvilBlade did a menu-by-menu translation of the ML menus but here's my little 'interpretation' - I also posted this on the SR forums.
If anyone can fill me in on the unknowns and/or correct me on my interpretation I would be very grateful.
[These are not actual translations of the Japanese - I just named them for what these menus are for]
Main ML Menu: [top to bottom]
1)Start Game
2)League Menu
3)Team Menu
4)Save/Load
5)Options
6)Exit - Yes/No
League Menu: [left to right, top to bottom - L1&R1 to switch divisions]
League Table
Top Goalscorers
Cup Table
Assist Chart
Result Table
Team Summaries (goals, assists, yellow, red etc)
Win/Lose Streaks
This Week's Matches
League Progress Graph (press circle on a team to bring up the curves for that team)

TRANSACTIONS MENU:
There are three main headings, which are [top to bottom]:
Initiate Transaction
Inbox/Proposed Transfers
Completed/Rejected Transfers
How to BUY a player;
i)Go to option 1 of 2 under the first heading (Initiate Transaction).
ii)Select the player you want to buy, sign or loan.
iii)There are 3 options now [top to bottom]
BUY
LOAN
CANCEL
iv)Select BUY, and the message that comes up basically tells you to go look in your Inbox/Proposed Transfers sub-menu
v)Exit and go to the main Transactions Menu - you'll see that an option in the Inbox subheading is highlighted (red) - select it.
vi)If you've selected multiple players to purchase select the player &/or team you want to negotiate with first.
vii)Negotiation screen has 6 options, the first three are [top to bottom]
Length of Contract ( # of years)
Yearly Wage
Transfer Price (to opposing team)
viii)You'll see a suggested price and a suggest contract length and value - here's were you look to negotiate!
ix)When you've settled on a contract and transfer value you want to offer select the FOURTH option down (below the transfer value/price) to confirm your offer.
x)Transfers take one week so after your next match you'll get a message telling you whether or not your transfer was completed or rejected.

I will be back on how to release players, sign free agents, develop players (though if you can get the above instructions to work you could figure those three out) and a generally summary on how the ML divisions, cups, and finances work.
