You can always try scouting. If your scout is good you can get great results there. I have bought 6 players trough scouting system, One of them is now 88, one is 87, two are 85 and another two are 82. Their ratings vary a bit but basically they're still getting better.

i did a scouting thing, then couldnt afford to pay him a new contract at the end of a season so having paid 5000 for him i had to let him go for free

You can get them on longer contracts as well, just have to choose which one of them to sign. Some want high wages, some are really cheap. If you can afford a deep search you'll get plenty to choose from.
