You're presumably talking about WE6I. The answer is no. I'm 99.9999% sure of this.

If it doesn't, can someone tell me the game closest to being released that will have an online version?
I have no clue. Are you speaking of an American version, specifically? Konami USA doesn't even have their act in gear 100% for the imminent release of WE6I; I'd doubt they'd have any clue about future online capabilities (presuming, of course, that there is a future for Winning Eleven in the US...we can hope, though).

As for other versions, I haven't heard. I vaguely recall an interview that Seabass did with some magazine a few months ago, where the main topic of discussion was the future of the series. I think he mentioned that WE7 wasn't going to feature online capabilities...and that he didn't know when Winning Eleven would be ready to take to the 'net.

I'm not sure about this latter point; my memory could be on da fritz. Others can hopefully chime in for clarification...

Actually I meant Pro Evolution Soccer 2; are they the same game under different titles? If not, oh well, the question still stands.

Furthermore, why is it that soccer games are so far behind in the online community?

I don't know about the rest of the world, but here in the states, most (if not all) of the major sport games already have online features. I'm surprised that the developers of the WE7 are not even considering putting online capability into it. Frankly, I'm disappointed.

I mean a computer is only so fun no matter on what difficulty you put the settings. This is the routine: Buy game; get adjusted to control scheme; play x number of games; find the fine points, game glitches, and predictable AI behavior; set difficult higher; repeat till you have mastery of the game.

It's also hard to find quality players of the game around, and then having to meet somewhere just to play? Not for me.

An online soccer game is long overdue, and I for one, will buy the game from the company who has the common sense to realize this and release it first.

Oh, and I wasn't talking specifically about Konami releases, any soccer game at all.

It will not. The name of the game that is coming out in the US is called World Soccer Winning Eleven 6 International (WSWE6I or WE6I for short). It is based of the WE6 engine, the same engine PES2 is based off of.

Have you ever played a Konami game? I'm just asking to find out.

Online soccer has been around for a while. I mean, I remember playing FIFA98 online. Note that, that was for the PC. Online soccer for CONSOLES, has not picked up at all. Mainly because of the relatively new online console market. Konami releases their soccer games on consoles, when consoles get their online act together, the games will follow. It's just a matter of time.
