I don`t know if you guys read these WE8IJ or WE8FE news/rumors but here`s an article taken from PESInsight board.

Following are the details of Japanese version of WE8I as revealed in WE thread in 2ch, a Japanese board. We don't know the difference between WE8I and WE8 LiveWare Evolution yet, but anyway:
1. Official license for Premiership and Bundesliga
2. League Mode integrated into the Master League: you'll be able to play Serie A etc. inside the Master League
3. A mode to develop a single player: no details yet
4. Options like players' lifecycle in ML, classic players in ML and referee on pitch can be turned off
5. License for 3 Argentine and 3 Brazilian clubs
6. WE9FE will be the last edition of WE for PS2; WE10 will be released for the next generation of consoles; Xbox editions of WE is confirmed starting from WE9, but WE8FE for Xbox is highly probable (Of course, there is PES4 for Xbox already!)
7. Contract with adidas as the official supplier may expire, with negotiation with Nike going underway
8. 7 languages will be supported
9. CPU AI development mode
10. Enhanced man-to-man situation and 50% increased feinting motions.
Additional "rumours" as compiled from ruliweb, a Korean site. I cannot verify the relevancy of these claims:
- Additional license deals for the national teams, other than Japan and Korea, are being worked out
- More uniform templates, including latest adidas kits as well as some striped(!) ones
- Nike-lookalike uniform templates will be added also
- WE8FE (must be International) set to be announced during December; will go on sale in late February to mid March period
- Winter transfers will not be included
- Red Finale will be added
- Weird hairstyles present in WE8 will be removed, to be replaced by ones by Valderama, Sorin et al.
- Bicycle kick will be more frequent (as is the case in real matches)
- "Fake" CSKA Moskva will be added; official license for FC Porto
