Thats all talking about the new online gameplay system. and something about the "Whole Country competition" that means the national WE8 competition.
I know Chinese so i know those Japanese Kanji (part of the Japanese), but i can only guess the meaning of the sentences.

Well it's almost 6 months since the release of Winning Eleven 8 and it's usually about 6 months after that, that Konami TYO release a final, updated and perfect follow up before the next major WE release... and it's no different this time.
March 3rd is the date set for the release of Winning Eleven 8 Liveware Evolution.
It's features include:
6 Languages: Japanese, English, German, French, Spanish & Italian
Online gaming (Japan Only, this feature is unlikely to work worldwide)
Updated 04/05 squads, leagues and kits.
Licences for Serie A, Liga Española and Eredivisie
Licences for the San Siro, Stadio Delle Alpi and Stadio Olimpico stadiums
Edit mode allows removal of players from teams
A new feint
Better player appearances.
More details will be available soon and an official announcement from Konami TYO is expected shortly.
