Winning Eleven 8 International wasn't the same as Pro Evolution Soccer 4.
The former had a few improvements made.

Winning Eleven 9 (The Japanese version) is in slower pace and more realistic (in terms of speed I mean).

PES 5 is faster. Also obviously its rosters are more updated and some problems such as frequent fouls are fixed).
