With what prog I can make from .bmp to .bin file???

you import BMP with eg. kit or ball texture into game with Graphics Studio, then you can export bin with that texture using the same tool

ball mdl is a ball model so it's not possible you have bmp with mdl, you rather meant bmp with ball texture, right?
you can import bmp with ball texture directly into game in Graphics Studio, you don't need bins if you have texture
