It will be Italy!
They really deserve it:

1990 Italy: loss in semifinals against Argentina after penalty shootout
1994 USA: loss in the final against Brazil after penalties
1996 England: Out in first round, but: groupmembers Germany and Czech republic met in the finals...
1998 France: loss in quarterfinals against France (France won the WC)
2000 Netherlands: loss against France after golden goal
