Well there's part of your problem. I'm on low settings so naturally I have lod issues with players' hair, shoes, etc. You will have the same issues on medium. It's only the high end machines that won't have display issues.

yeah my CPU is probably the problem gpu is fine

EA should just have made the boot and hair models always visible. I guess it's impossible for modders to increase only those LODs

Extract rar, copy data folder into yout FIFA 15 MAIN FOLDER.
If you have intalled my Lod Tool 2.0, you can copy the new lua in you fifa15 folder, regeneration isn't required.

Hello bro, this is true.
But is possible to edit/tweak/manage different gfx parts through lua files.
For example in the file I've provided for xPr0metheus I've enabled and increased only a few gfx settings in medium gfx profile (in fifa config) like the high gfx settings profile.
But I've balanced the tweak to avoid stutter.
Check the file, you can do the same for low profile settings.

I will probably need this for low because I have the stutterings on medium?
What annoys me is that the game is running fine most of the time but then drops. I guess my CPU (AMD Fx-4100) just can't handle it like my GPU (Nvidia gforce 760 gtx)

great update. using it with fatigue mod and makes it more simulation.

yes, lot better with dribblings now harder to beat AI-Defense with simple dribblings. It's now more challenging on professional and hard to beat@world class - on world class the CPUAI keeps posession to often and to long (AI always 55-60% Ball possession).
Hard to win a tackle because the AI is dribbling in midfield, for 95%. Can this also reduced, so they pass more (back or to the side) instead of dribbling, dribbling, dribbling?

ContextEffectTrapPlayerPerception=1.0

if i reduce those values, is there more natural dribbling (errors, mistakes)?

I think your problem is also running the game in win8.1. This game works perfectly in win7, personally tested on a computer of a my friend.
Same hardware components, stuttering in win 8 and 8.1 and game perfectly smooth without any issues in win7 pro 64 bit.
Try to click in Look to 60 fps on both with file lua that I sent you before.
Click auto regen.

Do you use an antivirus protection? When you have lags or stuttering check if is starting scheduling services in windows or in the antivirus check for updates.
Add the fifa15.exe to the antivirus exceptions, disable Origin in game features.
Your game start in window mode or in full screen?
Anyway try this solution, it help in some case, with many little stuttering issue during the gameplay:
start game, press windows key in the keyboard, you can see your window desktop,
open the fifa window, click to open in full size in the fifa window, double click in the upper top window to automatic adjust to maz size, now go to the window bar, and then click to hide.
I hope you understand the trick.
You gains performances by losing only a little full screen game.
Play a match and try out.
Press windows+ enter keys in fifa window to go/return in full screen mode.
But for you (in your pc) the full screen mode may cause stutteings issues.

It's even worse because I use Windows 10 preview
However I will try your tricks. But, I think it's just a matter of LOD. Too high (boot models visible correctly) I get framedrops. Too low (no correct boot models) and it runs without framedrops.
There is constant stuttering in both cases. That's why I assume my CPU is too weak. I have only drops from time to time.
