In this case the license is property of UEFA. EA Sports pays to UEFA to recriate the Euro2004. So they could use all kits, players etc. All national FA sign before the competition a contract that gives his image rights to UEFA.

The last one is Amsterdam Arena... the game will have more stadiums than the Euro ones for sure...
