This problem is probably hardware-related
There's nothing wrong in the conversion itself
4 MB textures are for models with accessories; accessory texture has to be stored somewhere, so it's 2 times big. Decreasing size is decreasing quality.
If you need to, you have to do it yourself. I can't tailor it to fit everyone, because it's impossible.

People with low end PC will get random crashes.

Use FIFA FILE EXPLORER.. You can easily lower the hair texture resolution..
