Does anyone know how to change any stadium to electronic adboards effect or any
other adboards effect? Do I need to change something in stadium.lua?

For editing existing adboards without a doubt you can change them (using CM11 or TextureEditor). However, in an experiment I tried to switch an existing adboard and assign it to a newly created league. For some reason, despite changing the aboard id's they wont display.
Something tells me that despite what the team's adboard ID is something else (maybe the .rx3 file itself) is dictating what ID it should use. For example:
I switched Belgium's League ID from 11 to 37 and placed a new adboard in that slot. In the past this would of worked just fine. The strange thing is that despite changing all of Belgium's teams to display and adboard ID of 37 (on the database side) it still points to ID 11.
I think in order to demystify the problem of adding new adboards we should try to find what else is pointing to a specific adboard other than the database.
