Not really a good english strikers are a rarity these days. What he means by that is that English players are alot more marketable than other nationalities an example of this is why Real Madrid bought Woodgate, Owen and Beckham all of which are good players but you could easily buy a cheaper non-english option

What nobody's mentioned is that it would be incredibly stupid for Rooney to go to a huge club like Man U or Madrid who already have an overabundance of strikers. Rooney won't be getting the playing time he needs to develop if he's fighting off Ronaldo and van Nistelrooy. I think Newcastle would be an ideal club to sign with for 4-5 years, he'll get a chance at European football but still get plenty of playing time, especially after Shearer retires. Of course I'm still putting out my "Rooney to Arsenal to replace Bergkamp" theory but I haven't heard a lot of support.
