5 minute halves and slower gameplay with manual controls is something I can't see how it could work at the same time. I mean, it could, but all your games will be 0-0 or 1-0. For my sliders, 10 minutes is a minimum.I also like my game slower, so I do have gameplay set on slow, and acc and sprint speed down to just about what you have, but it's still too fast sometimes, I also really hate when the AI start pinging inch perfect one touch passes, like they're Pep's Barca, even though they're 75-80 rated team.
I'm also trying to find the right balance on AI's tackling skill, aggression and their movement being more natural. Because on lower difficulties (with default sliders) you can basically just run past them, yet on legendary they are way too aggressive, you basically need to play one touch football to get anything done, and even then they seem to know every way which you'll turn and every move you'll make and they tackle you effortlessly and also without fouling even? I thought about fixing that with setting the marking slider down below 50, but it doesn't seem to change anything.
I would like it to be more realistic in terms of that and especially their movement too. I would like to get more penalties and especially free kicks in dangerous areas, but every time they tackle me, they somehow do it without fouling, yet even when I just bump into them, it's a foul sometimes, it's really stupid and honestly what probably bugs me the most. The lack of their fouls and their aggression and perfect tackling seem to be a problem even at world class difficulty sometimes, yet if you set it to professional, they don't do it at all, so then it becomes too easy and not challenging at all.
I'm really surprised that you have pass speed set to 53, yet you say the gameplay is slower? I thought pass and even shot speed would have to be below 50 to make it a slower gameplay.
I think I'll try your sliders (except maybe the injury frequency and 13-minute halves thing, because that's too much for my liking, 5 minute halves and about 60 injury frequency is enough for me), because I'm trying to figure out how to best set everything, because on default sliders there's too much of a difference between World Class and Legendary difficulties, so I'm looking for that middle sweet spot to make the game competitive and challenging, yet still enjoyable. But mostly I'm looking to change AI's movement and the way they play making it more realistic and natural, so it would actually feel like you're playing someone online instead of playing the AI with their same moves every time.

Lack of fouls unfortunately can't be fixed with sliders, as far as I know. But you see I set the lines a bit more spread apart than default, this might help a bit with your AI defensive relentlessness, as it creates more gaps on midfield.
53 pass slider is just a slight change, not a big deal. In the context of my set, with game speed set to slow, pass errors increased and power bar decreased, it just works well and it doesn't make the game speedy at all.
To be honest, I don't know what SKIP_BOOTFLOW=0 does. It might even be unnecessary. First time I tested this half length tweak, I wasn't succeeding in making it work until I added this line, which I saw in other unrelated cl.ini's, but it might have been just a coincidence.
