A fellow forumer had asked me how he can lower the half-time length. So here is the simple method to lengthen or shorten it as much as you want -
In the Fifa 'Game' folder create a file named user.ini. Just add the following line in it -
AI_SETTING_HALFLENGTH= 1
1 will make it too fast. 9999 will make it infinite. Just tune it to your requirement.

Regeneration is probably not needed though.make sure you save the file with ANSI encoding (I've saved it first with Unicode and didn't worked) and regenerate with CM!

I tried this for 45 mins, the results I had were that my layer (player be a pro) nearly had no pulse by 35 mins And all team AI were at 10 percent health by 40 mins.
When the clock reached 45 and stayed at the value/time..... absolutely nothing happened and the game never ended other than everyone cramping up, it never went to half time.
As an update to this I tried setting to 30 mins, that worked ok with going to half time. It also seemed to work well with the scaling of energy and was realistic value by the time I reached half time and also end of the game.
So if you do try this, to keep it balanced try 30 mins, its longer than the stock 20 min and still doesnt mess the energy scaling too much, seems to be the sweet spot at least.
