Uefa has launched proposals designed to limit the number of foreign players in club football.
The plans, which will be voted on at Uefa's 2005 Congress, would see first-team squads limited to 25 players.
Four of the squad would have to be products of the club's youth system - and a further four would have to have been trained up in that club's country.
To comply with European Union laws those eight could be any nationality - but non-EU player quotas could remain.
If accepted, Uefa wants the changes in place for the 2006/07 season, although clubs would be given time to adapt.
Uefa's vice-president Per Ravn Omdal revealed the plans at a conference for the leaders of Uefa's member associations in Lisbon.
He said: "We believe this would be positive for training and for competitive balance.
"It would reduce the importance of money in club football and create a larger pool of players for national teams.
"If we introduce a rule of home-grown players it would also be necessary to reduce the squad size - there's no point having a minimum of eight home-grown players in a squad of unlimited size."
