That's exactly what I'm saying. If the FAs are allowed to require replays on games for events that DO NOT violate any LOTG or any competition committee ruling, then its all over. You can have FAs deciding to replay matches for whatever reasons they see fit.. making up those reasons as they go along. Oops. I didn't like the rain in this game. It's replayed. Ooops. I thought this play was passively offside. Replay. Throwing the ball into the goal on an injury is unprofessional. Replay. You know what else is unprofessional? Running the score up to 5 or 6 goals and continuing to press the attack when the win is all but inevitable. Maybe those games should be replayed too? Or what about excessive goal celebrations? Should that be grounds for replay?
See where I'm going with this? If the FAs are allowed to automatically declare a replay based on arbitrary occurances that do not violate the LOTG, we are on a slippery slope that will end with every goal being video reviewed, every attack being video reviewed for offsides, and every referee miked up to be in direct contact with the FA. The day that happens is the day I'm out of the biz.
