They made a formal offer on Wednesday. Valencia plays friday the European Super Cup final against Porto in Mónaco. If he plays a single minute in that match he wouldn't be eligible for the Champions with another team.
Looks like Valencia is happy with the offer since he is in the final year of contract and they didn't reach an agreement with the player for a renewal.
He's an attacking midfielder/forward. I dont know why Arsenal needs another one ]

Premiership champions Arsenal are set to undergo talks with Valencia this week over a proposed move for Miguel Angel Angulo.
The 27-year-old is reportedly a long-term target for Arsene Wenger and has recently rejected a fresh contract offer from the Spanish champions.
Angulo's contract expires in 2005 and boss Claudio Ranieri is ready to cash in on the player now before he becomes eligible for a Bosman move.
Arsenal are reportedly ready to pay €4 million for the player but Valencia are holding out for nearer €9 million.
David Dein is thought to be meeting Valencia counterpart Jaime Orti on Friday, after the Super Cup Final, in a bid to thrash out a deal.
Angulo rejected a contract extension after Valencia insisted that any new deal would be on reduced terms.
