This is FIFA not PES. I prefer the usual system of FIFA and the CM.

I played it on my bad Laptop with a full kitserver and it still worked fine
because it only loaded the kits of the two teams actually in use.
But it's only speculation and a tip, we don't know what is possible and
how modders want to do it
