Bro I want to help you whit the mod,and i know how, I can try to make a program who help you calculate overall of players if ou say to me how you calculate that, I not guarantee that i reach to make that but i like this mod and I want to help in every mode is possible (sorry for bad english)

Some 2nd/3rd league divisions are not important. This will give you full focus on the important first division leagues. And FIP 16 v7 has released so you can use it to make some tasks easier for you.

This was a crime. The Fifa 16 guys suck. We just want to play our damn version of the game
For creating patches to fifa15 I recommend this tool:
If there is some fifa16 or fifa22 patch ready for season 22/23 you can convert it to fifa15. Of course still many manual work is needed but at least you have some teams, players converted so You can create .cmp in Creation Master and move to Your patch database.
After you use some part of database from other patch don't say this on forum, because about 2 years ago I was writing something like that and authors of patches from which I took some of content blocked me from release my patchIt was for season 21/22. So I only released some reduced patch.
