I'm not so sure it's a fake. I think it's more a case of limited screenshots and details being available to this magazine, and they just used what they had and made it much more of a big deal - like in the 'special move' section.
The screenshots on their own really don't say much and have little impact, so the article has to big everything up to make it some huge thing. Most articles do this, especially when it comes to exclusives.
It is conceivable that the screenshots they used were from PES3, but PES4 won't look much dissimilar to PES3 anyway. Maybe a bit more polished, but essentially the same.
Either way, i don't believe this article is a fake. The game is without question well into development, and little tidbits of info are perfectly likely to have been released/leaked by Konami. It's possible that some of it may just be silly ideas (like the scorpion kick) that won't make it into the final game, but then again there is that move in PES3 that only Del Piero can do, so maybe the scorpion kick can be performed by just a couple of great keepers. Konami are about the worst self publicists in the game industry, so i would not expect a big official announcement from them. In fact, have they ever done this? - info always just seems to trickle from them slowly.
What's more, this SOUNDS pretty genuine to me - the features mentioned in the article sound like what Konami would do. If it were a big hoax, why make it sound genuine in a respectable magazine? Talk about pissing off your readership! If it were a website writing this article i'd be far more sceptical - as it stands, i think it's just a case of a magazine jumping on a hot story with limited info and making a big deal of it in an effort to boost sales. It seems the main points of the article could be summed up in a small sidebar, as the screenshots don't show much at all. A 2-page article is extravagent, but i see why they did it. It's big news after all. You can bet they made a big heading for it on the front of the mag.
I'm sure we'll find out soon enough from Konami themselves what is happening with the game...
