TP means "Twelve Play", or as he put it on the original release: "12 Play".

"TP:3" is the follow up to "TP-2.com", he added ".com" because it sounded cool. Note that the domain www.tp-2.com is registered to Network Solutions, LLC. and not Robert "I **** kids" Kelly.

As you guessed, "TP-2.com" was the follow up to "12 Play" (not Twelve Play, so they should actually be 12-2, and 12-3. But I'm just being an asshole.). "12 Play" features such hits as "I Like the Crotch on You".
